Role Purpose

Chipper Cash is a leading global fintech company providing innovative financial solutions to individuals and businesses across Africa. We are on a mission to make financial services more accessible and reliable. We are seeking a Head of Risk and Compliance/MLRO Nigeria to join our team.

The Head of Risk and Compliance/MLRO Nigeria is responsible for the Risk and Compliance framework for the Company and is accountable for the design, maintenance, and performance of an effective ongoing second line of defense compliance controls and follow-up on findings within the anti-money laundering, counter-terrorist financing and counter-proliferation financing (“AML/CFT/CPF”) area.

In addition, the MLRO is responsible for ensuring that suspicious activities and transactions (“SARs/STRs”) and applicable regulatory returns are reported to the Nigerian Financial Intelligence Unit (NFIU), Central Bank of Nigeria (CBN), among other duties listed below.

Main Responsibilities

  • Act as the Money Laundering Reporting Officer (MLRO) and ensure that the obligation of reporting SARs/STRs is fulfilled as per applicable AML/CFT/CPF laws and regulations
  • Monitor and ensure overall compliance with all obligations in the laws under which the company is licensed.
  • Monitor and regularly assess that the Company complies with applicable external legislation (including AML/CFT/CPF legislation), other regulations and guidelines issued by competent authorities, and the Company’s Policies and Framework.
  • Control and regularly assess whether the AML/CFT/CPF Framework to prevent the Company from being used for money laundering, terrorism financing or proliferation financing (“ML/TF/PF”) is appropriate and adequately implemented within the Company.
  • Provide advice and support to employees, contractors, and other persons involved in activities in a similar capacity on regulatory requirements concerning regulatory matters, conduct, financial crime, data protection, enterprise risk, and consumer protection.
  • Is informed of all suspicious activities and take action on suspicious disclosures from officers and employees as soon as practical so as not to delay the reporting of such disclosures
  • Where a disclosure is made ensure the application of internal risk management procedures on a suspicious transaction
  • Ensure employees of the Company are made aware of the Act as well as the audit systems adopted by the Company
  • Periodically respond to Law Enforcement on enquiries and requests for information;
  • Ensure the provision of information to Regulators or Partners in relation to financial crime activity.
  • Oversee engagements between the Company and regulators, partner institutions on general compliance and AML/CFT/CPF matters.
  • Report to the Local Company Board and Global board on local matters (as may be required) at least quarterly on the operation and effectiveness of the Company’s AML/CTF systems and controls.

Other Responsibilities

  • Ensure the implementation of the Company’s risk management framework by maintaining the country risk registers, and conducting periodic risk assessments, compliance testing exercise), among other risk management duties as may be assigned by line management.
  • Conduct the Annual AML/CFT/CPF risk assessment, Product Risk Assessments before launch, and Data protection risk assessments among other thematic risk assessments as required by applicable laws and regulations.
  • Perform independent testing of processes related to Consumer Protection, Data Protection and Financial Crime and act as the Data Protection Officer (DPO) for the local entities.
  • Provide recommendations to representatives of relevant functions within the Group based on observations made in local jurisdictions/local requirements as may be required from time to time.

Requirements

  • A bachelor's degree in Finance, Business, Economics, or a related discipline, or equivalent professional experience.
  • Minimum 5–7 years’ experience in Compliance, Risk Management, or related functions, with at least 3 years in a leadership role.
  • Proven exposure to Nigerian regulatory frameworks (CBN, SEC, NFIU, EFCC, etc.) and ability to navigate regulatory inspections, audits, and licensing requirements.
  • Practical understanding of global standards (FATF recommendations, AMLD, OFAC, GDPR etc.) and ability to align these with local requirements.

Technical Knowledge

  • Strong expertise in AML/CFT, KYC, Sanctions, Transaction Monitoring, and Data Protection.
  • Familiarity with risk assessment methodologies and building Risk & Compliance Control frameworks.
  • Experience drafting and maintaining policies, procedures, and compliance manuals aligned with both local and global standards.
  • Hands-on exposure to compliance technology and tools (e.g., case management systems, transaction monitoring, screening software).
  • Proficiency in Google Workspace (Docs, Sheets, Slides, Drive) for reporting, collaboration, and documentation.
  • Knowledge of financial products and services, especially in the payments and electronic space across multiple industry verticals.
  • Professional certifications such as Designate Compliance Professional (DCP), Associate Compliance Institute of Nigeria (ACIN), and other relevant compliance certifications like (e.g. CAMS, ICA, CFCS) are preferred.

Soft Skills

  • Excellent communication skills (both written and verbal) with the ability to engage regulators, executives, and cross-functional teams.
  • Strong leadership and people management abilities, with experience in training and building compliance culture across an organisation.
  • High level of integrity, accountability, and resilience under pressure.
  • Strong problem-solving and decision-making skills, especially in high-risk or ambiguous situations.
